Many of the Oracle 10g new features are only available in Enterprise Edition.
In order to find out which feature is included in which Oracle License you can go to the
Licensing Information Section in the
Online Documentation which is available at Oracle Technology Network (OTN).
Go here for licensing info for the database and

I can never tell which management packs Oracle allows and which packs they don’t. I don’t even think they know.

    According to this link,

    http://www.oracle.com/database/product_editions.html

If you follow the link down and trace it through, all the management packs should now be a part of 11g, for SE1 and SE, but not for Express Edition.

If true, then perhaps you should update your blog.

    Hi Roy,
of course I was immediately very excited to read your comment and needed to check right awaay, even before breakfast!

But sorry, it is still as it used to be:
Have a look here you see the Features Availability by Editions: http://download.oracle.com/docs/cd/B28359_01/license.111/b28287/editions.htm#CJACGHEB

There you find the singele packages listed and you see that they are only combinable with Enterprise Edition.
I had for a moment thought that we had won and forced Oracle to allow all of us to use the packages, – but only for a very short moment.
Of course they do not, they can make money with it!!!!
What else does Larry care about?
    The customers difinitely not!
    =,-)
